Why does powder go flakey over my foundation? - avene foundation

The three products that I use are:

1. Hydrance http://www.avene.com.au/Content_Common/pc-Dehydrated-Skin-Details.seo moisturizer for optimal Light''Avenue # Hydrance optimal light should hydrate the skin, but the oil and the control area, what I have.

2. At the top of the moisturizer I use make-up Avene ColourStay "Revlon" SoftFlex Foundation Normal / Dry Skin http://products.revlon.com.au/face/long-wearing

3. I want to put my foundation with loose powder, so I Maybelline Shine http://www.maybelline.com.au/PRODUCTS/Face/POWDER/Shine_Free_Oil_Control_Loose_Powder.aspx 'Free Oil Control Loose Powder

These three products fresh and smooth in the first hours after application, but half of the days I notice my makeup look a bit Flakey. Why did this happen? Is not that my skin moisturizer hydrating enough? or is the dust or the Foundation?

Any opinions would be greatly appreciated.
